Parameters
- compatibilityVersionMajor
- Major compatibility version tag. The library we have under the hood supports YAML 1.1 at most currentlly.
- compatibilityVersionMinor
- Minor compatibility version tag. The library we have under the hood supports YAML 1.1 at most currentlly.
- tags()
- Global tags to set for the YAML document.

This constructor can throw YAMLException.
